JM Real Property Services
Jennifer Manning, CEO of JM Real Property Services, LLC, brings more than 30 years of experience in the housing and property-management industry, with extensive knowledge of multifamily housing operations, affordable housing programs, regulatory compliance, property management, resident relations, staff development, and organizational operations.
Throughout my career, I have worked with and developed expertise in a broad range of housing programs, including Public Housing, Conventional Housing, HUD-assisted housing, Low-Income Housing Tax Credit (LIHTC), USDA Rural Development Section 515, HUD Section 202, RAD, PBRA, PBV, HOME, and other affordable housing programs. My experience includes understanding how federal regulations, program requirements, agency policies, management procedures, and property-level practices intersect to support effective housing operations.
My professional background includes working with the policies and guidelines governing tenant eligibility, admissions and occupancy, annual and interim reexaminations, income and asset verification, rent calculation, deductions and allowances, EIV, HOTMA requirements, tenant files, transfers, reasonable accommodations, VAWA protections, fair housing, inspections, maintenance, unit turnover, vacancy management, procurement, recordkeeping, reporting, and compliance monitoring.
I have also developed significant experience in property-management systems, staff training, quality-control reviews, file audits, compliance assessments, and operational procedures. I understand that successful property management requires more than knowing regulations—it requires translating complex requirements into practical procedures that managers and staff can consistently implement.
As a professional trainer, I have provided training and guidance to housing professionals and property-management staff on program requirements, policies, procedures, compliance expectations, and day-to-day property operations. My training philosophy emphasizes understanding the “why” behind the regulation, not simply following a checklist. This approach helps staff recognize compliance risks, maintain accurate documentation, make informed management decisions, and provide better service to residents.
Jennifer’s experience across multiple housing programs has given me a broad perspective on the similarities and distinctions between Public Housing, HUD-assisted, LIHTC, USDA, RAD, PBRA, PBV, and conventional housing. I recognize that each program has its own governing regulations, notices, handbooks, policies, and compliance requirements, while sharing the common responsibility of providing safe, decent, affordable, and professionally managed housing.
Through JM Real Property Services, LLC, I bring this experience together to provide practical consulting solutions focused on compliance, operational excellence, staff development, property performance, and organizational accountability. My goal is to help housing organizations identify challenges, strengthen their management practices, develop knowledgeable staff, reduce compliance risk, and establish sustainable procedures that support both the organization and the residents it serves.
My professional philosophy is grounded in knowledge, integrity, accountability, transparency, professionalism, and continuous improvement. I believe that effective housing management begins with properly trained professionals who understand the regulations, policies, procedures, and responsibilities associated with the programs they administer.
